I would not go that far. I would say that younger teens probably don’t yet understand enough about sex to be engaging in it with adults. Obviously, different states and countries have different ideas about at what age people can generally make these sorts of determinations for themselves. I don’t know what the ideal age is. I suspect there isn’t one.
